the idea is i want to recreate the function in max for "moving open edges/border in editable poly while holding the keyboard shift"

I have been looking for that too because "extend border" command dont work very well for high poly complex mesh. The drag command works much better

I don't understand what you mean , Can you explain it ? By image or something maybe.
Because you can use the constrain edge mode in editable poly by hand, this is the code '$.constrainType=1'
