go to tools > measure distance, or you can add it to the toolbar.

go to costomize > customixe user interface > and you'll see the attached dialog box. Drag the measure distance to any toolbar or you could create a toolbar.

Or just press f1 on your keyboard..

I think he meant dimensioning like autocad.
With the lines and arrows and all that.
3ds max has no built in dimensioning tools.
Tape measure does not cut it!
