Can you do this with maxscript?

Anyone has this script as is, please upload. Seemingly only one script with such various features. Another one is scattertool.ms alive in scriptspot by another author but only have on/off feature.

Even the author uploaded a video on Youtube and it's alive but script and homepage itself was long time expired.

I end up find it in archive of the internet. Luckily it was 2013, they've got some snapshot of the author site back then.

Edit June, 2017:
Ended up not the exact file. The one uploaded on mediafire was only a *.htm error page in mzp extension (I didn't notice when I upload to mediafire 'coz long time afterward I try to use it and realise mzp file didn't work, and look more carefully, it wasn't a mzp file, only a htm of webarchive page). Sorry I couldn't find out this script myself.

the script looks great, but it is not working I've upload some screenshots with the errors.
I'm using 3ds Max 2016 64 bit, win 7 pro 64bit.
